The District Court determined that the Respondent did not violate the Petitioner’s rights under RLUIPA, as the Respondent’s decision to deny the requests for access to Friday prayer services through closed-circuit television or through an audio feed was reasonably related to articulable, legitimate penological interests, which included the safety and the cost of installing the necessary equipment.
